Yes. Just as you'd need a pair of transceivers for each link using  
any other viable solution (you said already that ordinary wireless is  
out of the question). It would be a backbone solution, rather than  
trying to predict every single route. Buildings that are closer  
together would get copper or fiber off the backbone.
