Yes the TDR type tester they use basically has a certification on each
individual port they tested.

The Wikipedia article on Time-domain reflectometer looks pretty good...
if anyone's wondering what a TDR is.

(That's how they can tell you by the inch how long your cable is too btw)

By Console cable yes that would mean what Cisco calls a "rollover cable"
- basically one end of the cable is a mirror image of the other:
1 - 3
2 - 2
3 - 1

etc, all the way up to 8

The other explanation given by George Cohn on this stuff looks good too :)
