[Tfug] Scaling lower resolutions to full panel size

On my desktop, if an app in X runs at a lower resolution than the panels
native res, it will be scaled up to the full size of the panel.

My laptop, however, does not do this.  It's got an Intel 945GM graphics
chipset and I'm using the i810 X.org driver.  When I run an SDL app at
640x480 fullscreen, for example, the app is run fullscreen, but it is not
scaled.  Instead it is in a box in the center of the screen, though the mouse
is bound to that box.

In Windows on this laptop the video settings does contain an option to control
this behavior (scaling or no scaling).

Google hasn't been much help with this, and I've read the i810 man page.  Has
anybody else dealt with this?  I've attached my xorg.conf in case it might
help out.
