You are missing one module.  It's been a while since my AWE32 died, so I can't
remember exactly.  I believe the module you need is 'sbawe'.  That provides
the AWE interface for sfxload.  If you compiled your kernel yourself, remember
that for the OSS modules, the AWE portion is a separate choice from the SB
wave out device.
