Depends on how the VPN hardware is configured.

At work we have a Cisco VPN sollution that requires users to use the
cicso vpn client to connect, I've used this with Windows 2K, Windows XP,
and OS X.1.5 and OS X.2.x , it works well.

They also have clients for Linux.

The VPN can be configured to use PPTP which is what windows comes with by
default, Yes there are ways to make Windows speak IPSEC but its not
something that I've found easy to do.

The guys at ssh.com have a windows client that speaks IPSEC thats free to
download.
