Dont be an idiot. Why would there be an industry that manufactured and sold
police scanners if using them was an arrestable offense? By your logic,
there should be a squad car parked infront of every Radio Shack to check to
see if you've bought a scanner, and arrest you on the spot if you have.

Actually, the ones you can listen to are left open and shared with the public.
