Two laws protect wireless LANs: RIP and the Computer Misuse act.

RIP governs the use of intercepting radio transmissions.  It is illegal
to intercept radio communications that are not meant for you.

Sniffing other peoples WLans falls into this category.

The Computer Misuse act deals with the unauthorized use of computers.

If you send a broadcast probe to an external WLan access point then
you are soliciting an unauthorized response.  This is in breach of the
act.
