Hey Arthur, YES!  I am registered and will be there.  That's another impetus for me priming my old gray matter pump by thinking along these lines.

Liz, you might also consider coming to the hacakthon hosted by startup tucson this weekend (http://startuptucson.com/2012/startup-tucson-hackathon-august-10th-11th-at-spoke6/). I believe mobile development is the theme, or at least a theme that will be present at the hackathon. It could be a good opportunity to get a firsthand look at mobile development, try your hand at it, or just chat with other developers in the area working on mobile development.

If you did want hardware, there are phone-modem-free devices out there
(tablets like the Nexus 7 or iPad, or smaller devices like the iPod
Touch) that would prevent you from getting contract lock-in.

If you do want a phone, I'd only consider an Apple or Google 1st party
device.  No other devices are likely to get updates in a timely
manner, and both of these can be purchased unlocked for GSM/HSPA+
networks.
