I suspect that this isn't a problem with the GNOME applet or
NetworkManager, per se, but, rather, a missing package--something
that's standard on GNOME installs and, therefore, ignored by the
package maintainers.

The so-called "Utopia Maintenance Team" (the package maintainers for
NetworkManager) needs to be hit with a cluestick.  If you look in
/usr/share/doc/network-manager/, it's clear that README.Debian (which
is supposed to be Debian-specific news) was written for RedHat/Fedora
(it says to restart NetworkManager using "service" rather than
/etc/init.d/network-manager).
