We'd need to know the output of the commands that instruct the
installer to install the package to help troubleshoot why the install
failed

Can you do a 'rpm -Uvh xmlrpc.rpm' in a terminal session and post back
the output?
(replace xmlrpc.rpm with the filename of what you downloaded of course)
