Have you considered using the CLI Subversion tools?  I'm pretty sure
you can install those without admin privileges.

Sure, you can crack the local admin accounts, but that could lead to
opening "Pandora's box".  If you go through with it, you might want to
be prepared to accept responsibility for everything that could
(and possibly already did) go wrong with those machines.
