I don't know if this would help you but my IP provider is MSN. The
Quest is just providing the physical connection.  I was shocked right
a way when Quest people told me that there are very limited option
regarding internet provider and that in my case bearing in mind
location and the speed I want MSN is the only one.
That is way MS was able so successfully to blackmail me when I wanted cancel
Hotmail account. I also have MSN account which I have never used that
was forced upon me by MS. If I didn't accept it essentially my
internet would be twice more expensive.

I think that the same is true with Cox and that your actual internet
provider is somebody else. I would not be surprised to learn that it
is MSN as well.
