I'd say intermediate means you can install, upgrade and maintain a Linux system whereas advanced means you can fix unforseen problems based on available documentation.  In other words, an intermediate user could install a Perl module using CPAN, but an advanced user could find and fix a bug in a makefile that was causing CPAN to fail while installing that module.
