I don't use debian, but I have some Red Hat systems with QLogic HBAs
connected to a pair of Dell/EMC CX400s.

The HBAs aren't licensed products.  However, support software like EMC
PowerPath is.  So, I think the main factor is what kind of storage
system you are connecting to and what that storage system's client
requirements are.  I would generally think that the Red Hat version
could be hacked to work with any linux distro. (without vendor support)
