I much prefer NetWare's NDS, now called eDirectory and available on Linux.  
However, I don't know if eDirectory on Linux is "quite there" in terms of the 
security granularity of eDir on native NetWare partitions.  It's probably worth 
a little research, as it's quite inexpensive, $2/user plus $15-$35 for media:

There's an eDir-on-Linux forum at novell.com which google's "I'm Feeling Lucky" 
opened for me when I googled "edirectory linux":
