You might be able to connect but might have a spotty conneciton.
I would do a ping to the host you are making the ssh connection to and see
how many non replies you get or how long some of the ttl's are.
Some networks do bandwith shape their traffic and icmp is most likely on
the bottom so it will not be a complete test but it might help you see the
problem.
