Yep, this type of thread has been going on (and on and on and ...) on the 
NANOG list for the last couple days. Charter and Cox have been doing this for 
a while (though unfortunately not all of the residential/dialup netblocks). 
Apparently Adelphia and SWbell are moving that direction as well... 

I read somewhere today that one of the big virus/spam infested ISP is going to 
finally start blocking MS and some of the major virus port (inbound only :-( 
) to "protect" their customers...
