Mandrake should do everything you need right out of the box. Very good support for both KDE and Gnome. www.mandrakelinux.com. Many distros will be good for what you're requesting.

I would venture to agree completely as to not starting an OS (Flame) War 
and with that said, I will throw my recommendation in for Debian Linux 
http://www.debian.org. Gnome and KDE staight out of the box etc. As to 
DVD-rw I personally do not have a DVD drive running but I know the 
app/package exists in Debian. Try out this 
"http://packages.debian.org/unstable/utils/dvdplusrw" app as I have 
heard good things about it. If nothing else (if this page fails or if 
you actually want to run/install/compile the app, you can learn and use 
apt-get and see one of the best (IMHO) features of Debian. Enjoy.
