There are only two things that I'm aware of that are illegal to do with scanners
in Arizona.  The first is listening to cell phones or possessing a device that
has been modified (key word) to pick up those frequencies.  You can't legally
buy a scanner in the US that can pick up those frequencies.  The second one is
that it's illegal to use a scanner in Arizona in conjuction with a crime.  I
heard that at an ARRL meeting, but a quick search of google didn't turn up
anything.
