i find it useful to consider the point(s) of failure when making an 
architectural decision.

yes, putting code in a db is problematic, technically incorrect, 
inelegant and all,
but maybe conditions require such a kludge. the important thing for me
is the flexibility, overhead, security and scalability of the 'solution'.

does it well meet the needs of the 'problem'? what happens if bits and 
bobs break?
does the system degrade gracefully?

you get the idea.
