A managed switch requires you to be seated at a "console"
(i.e., *some* device that can talk on the wire) in order to
issue the command to busy out the port.

[Alternatively, wire a toggle switch/pushbutton to an unused
input on a device that *is* "on-line"; have that device monitor
that switch and issue the necessary commands on your behalf
when the switch is actuated]

The "unplug the cable"/"flip the toggle switch" analogy
only requires you to have a physical presence to affect the
desired change...
