  There's a Cisco device involved, isn't there? :) I've had performance issues SACK and Cisco FWSMs, so net.ipv4.tcp_sack might be something to try turning off. I thought there was a sysctl for delayed ack, but I'm only seeing it on OSX now, not Linux.
