  You want Macromedia Director (or the ancient Apple Hypercard) from way 
back in the days when people thought stuff like that would be a good 
idea. Director is dead and good riddance, but Adobe Flash might be close 
enough for what you want. For something you can distribute you might 
need to look into Adobe Air as well. I'm pretty sure all the fancy 
interactivity exploits^Wfeatures only work in Adobe Reader in any case, 
so someone trying to video your theoretical PDF in anything else 
(Preview on Mac, Chrome's builtin reader, FoxIt Reader) would only get 
the static initial page.
