Such sites should offer alternatives.  If they do not, it is indicator
of poor design, rather than a statement about the limitations of
Flash.

For example, if you were planning transportation for blind people,
would you attempt to design an automobile which could be operated
sightlessly?  Or would offer alternatives, such as free and/or
affordable transportation services?
