Ah, LinuxMint is based on Ubuntu?  If that is the case, I would look into the
Ubuntu translation/language packages.  They have their own section in the APT
package database.  I'm pretty sure you can't have a working system without at
least one of them.

Since you didn't say anything about package issues, my guess would be that you
have your LANG environment variable set properly, en_US.UTF-8 I think, but you
have the wrong set of Ubuntu translation packages installed.  Presumably, if
you had both matching you'd have *some* text, though not necessarily in the
language you want.
