Short answer, no. CUPS uses IPP as it's network protocol (over TCP or
socket). A traditional lpr doesn't speak IPP. cups-lpr provides an
lpr-like interface to IPP.

Another alternative, is to use cups-lpd. cups-lpd speaks very basic lpd
on port 515. Assuming you setup the printers as remote queues
(@localhost) in the printcap (or printer.conf), traditional lpr/rlpr
should work.

Unless you are setting this box up as a print server for legacy clients
(which usually only speak lpd), cups-lpr is what you are looking for.
