Yes but that's my point. A lookup table is not technically a "related"
table.

Lookup tables should definitely be part of the database.  And the tables
that reference a given lookup table should have referential integrity to
said lookup table.  A lookup table doesn't stand alone.

Another way to think about it: a lookup table defines the possible instances
of an entity.
