I am not adverse to "blowing it all away" but how do you do that? Can I just
launch a new install?

If you have no optional packages or data to worry about, then just blow it
all away and install fresh. Trust me. The upgrades can work fine
sometimes, but other times it's a complete nightmare. And when something
doesn't work, then you wonder if it's a problem with ubuntu, or with the
upgrade, or if you didn't sacrifice the right animal during the right phase
of the moon, etc.

If you still want to, I just change my sources and do a dist-upgrade.
Or you can view the official docs at
http://www.ubuntu.com/getubuntu/upgrading
