The Peltier Effect is related to the thermoelectric effect.  Heat 
generates voltage and current in a thermocouple.  Pumping current into a 
pair of thermocouples generates temperature differences.

Peltier effect coolers require low voltage and high current power 
supplies, which are not efficient, due to the 0.4 to 0.7 V drop across 
the diodes.
