Sure!  But the telephone company grounds one end
of the circuit at the CO.  If you ground the line
(*assuming* you pick the right conductor!) at the
customer's location, you end up with an *unbearable*
ground loop.  Consider there may be miles of cable
between you and the CO.

Sure.  But phones aren't designed to remove *volts*
