Also looked at some old CVS setup notes and they say that...
I change the cvs user so that login fails but rlogin works, i.e. 
"cvs:x:" to "cvs:*:" in /etc/passwd.
I think if you setup the keys with the mkey script, and set the user for 
rlogin only then its safe. I don't think ssh will prompt for a password 
with that setup. If I'm wrong you may still be able to limit the number 
of tries per session.
