Black went to Ma Bell, Grey went to AT&T, unless it went under a highway.
So "campus" wiring could be purchased, unless it went under a highway, then
you still had to lease it.  Purchase of a 20-yr old in-place rotary Western
Electric from AT&T was more expensive than buying a new touch-tone one and
having it installed. You leased phones from AT&T, wires phone & data
circuits from MaBell, LD from MCI -- overnight the phone bill doubled!
