What about radio? 2.4GHz, 5GHz, amateur, WiMax, emergency services,  
armed forces bands all have equipment readily available which could  
be used for data transfer. Heck, even CB. And don't stop at the  
approved frequencies. Of course, these would all have to be monitored  
from the opening of voting to the completion of counting, just in  
case there's an rfid transponder somewhere to wake up the connection.  
Sounds like a lot of work...

There are some things which just shouldn't be made automagic. (I vote  
for paper and pencil.)
