I believe they give you an hour because 1. you need some time to figure it out, and 2. to be certain you know which is which, the first switch should be flipped a good while so there is no question which was burning when you turn it off, flip another on, and open the lid.  I would go with at least 5 minutes, because you don't know what kind of light bulbs they are, so you would have no idea how long it would take them to heat up.  So, only one switch is needed before you open the lid because when you do, one will be hot, one cold, and one lit.
