For a brief IE test, could you go to the library and use their IE?  If 
it's still molasses-in-January, you have proof it's not Mozilla.  If it's 
snail-mail-paced, then debug your Mozilla setup.

Alternative: install Opera for Linux to test a completely different 
browser.
