[Tfug] Qwest outage

I have a ticket number with them, but I've been trying to get
details.  Something fairly major as I've been on hold an hour.

Ours is back up now.  The DS3 itself never flapped, so my
guess is a vital interconnect within Qwest's facilities choked.
I believe the outage is beyond Tucson as well...
