It sounds like your technology director has an agenda.

I don't hold out much hope for you being able to change this guy's mind
unless he can't get the money.  I'd love to be involved in a project
which refurbished older machines with Linux and/or set up a Linux
Terminal Server project.

Let me know what happens.
