Okay, to clarify: We returned the photos (which was funny in itself --
"These aren't our photos!  They must have been mislabeled or
something..." -- "Oh my gosh!!"), and I'm just planing on writing the
guy a note to increase his awareness of the situation.

No malicious intent, just good clean fun with simple social engineering
;-).  If you're still freaked out by it, then don't use One Hour Photo
places (or at least don't take pictures of your car with a clear shot of
the license plate).  I suppose you could technically call it fraud, but
without any monetary acquisition.  Really something akin to speeding
(which btw, I never do.  Doing 45 mph through construction really pisses
people off :-) ).

P.S: Some other ideas for like-minded individuals --> At a Jack in the
Box drive-thru, ask if they have any kosher meals.  In a very audible
voice, while someone in line is behind you, ask "Where's the porn
section?" at a Blockbuster, and then at some point mention that you're
looking for "double penetration".  If you're young (like me, obviously),
buy a greeting card for "My Grandson", preferably one about how you
still love him anyways, even if you're computer illiterate kinda thing,
then get into a conversation with the Wal-Green's clerk about this "new
confounded technology thing".  Make signs out of panty-liners.  All
these, and more, I've done.
